ICON is seeking an experienced Business Development professional to expand our military construction footprint across all service branches. This role will be instrumental in scaling our 3D construction technology from our current Army partnerships to the USMC, Navy, and Air Force, and National Guard, driving growth in the broader MILCON market. This is an on-site role based in Austin, TX with required travel.

RESPONSIBILITIES

  • Develop and execute BD strategy to expand ICON's presence across DoD service branches (Army, USMC, Navy, Air Force) and the National Guard.
  • Build and maintain relationships with key stakeholders at USACE, NAVFAC, AFCEC, and service-specific construction commands
  • Identify and qualify MILCON opportunities through military construction program offices, base commanders, and facility engineering communities
  • Lead capture activities for targeted opportunities, including teaming strategy, pricing guidance, and proposal development support
  • Serve as internal advisor to ICON on DoD processes, procurement regulations, and military requirements while advocating externally for DoD adoption of innovative construction technologies and approaches
  • Represent ICON at industry events (AUSA, AFCEA, Navy League, etc.) and military installation visits
  • Conduct market intelligence gathering and competitive analysis within the MILCON sector
  • Coordinate with technical and regulatory teams to ensure that ICON solutions align with Unified Facilities Criteria (UFC) and service-specific requirements

MINIMUM QUALIFICATIONS

  • 7+ years of business development or program management experience within DoD or military construction
  • Prior government service (military, civilian, or contractor embedded role) with deep understanding of service branch cultures and decision-making processes
  • Demonstrated experience with DoD RFP process and track record of winning government contracts
  • Working knowledge of Unified Facilities Criteria (UFC) and military design standards
  • Understanding of government contracting vehicles (FAR/DFARS, OTAs, IDIQs, design-build authorities)
  • Direct experience with USACE, NAVFAC, or AFCEC project delivery on government R&D and/or MILCON projects
  • Experience with MILCON appropriations process and requirements development
  • Proven track record building relationships with military installation leadership, MAJCOM staff, and DoD construction agencies
  • Strong presentation and communication skills with ability to represent company at executive levels
  • Willingness to travel 40-50% (CONUS and OCONUS)

PREFERRED SKILLS AND EXPERIENCE

  • Active Secret security clearance or ability to apply for Secret clearance within 6 months of hire
  • Graduate degree in structural engineering, construction management, or related technical discipline
  • Experience with UFC code development, federal standards processes, or participation in government technical committees and working groups
  • Familiarity with 3D printing technologies, additive manufacturing processes, robotics in construction, or other innovative construction methods
  • Experience working in design-build, fast-track, or integrated project delivery environments with compressed approval timelines typical of government projects
  • Understanding of structural testing methodologies, materials science, or construction quality control processes relevant to federal acceptance criteria
  • Knowledge of advanced construction technologies or modular/prefabricated construction methods
  • Existing relationships within service branch facilities engineering communities
  • Background in facilities planning, master planning, or installation support
